Hello Friend

You make lot of mistake
1)change system --> System
2)object --> Object
3)public class QueueList --> public static class QueueList
4)q.offer(value) --> q.offer("value")
5)pass queue inside the method like as below
public void add(){
if(queue.size() < 20)
queue.addLast(queue);
else
System.out.println("Queue full, " + queue.size());
}
