Ask about looping in database

Good afternoon, I want to ask something, Now i have 2 tables,name of the table is RULE and Heritage.

Table heritage= name of field code and name,value like this ==>

and Rule = code, rule and rights . value like this ==>

| 1 | A1 | If A1= False and A2 = True | 1/2 |
| 2 | A2 | If A1= True and A2 = False and A3=True | 1 |
| 3 | A2 | If A1= True and A2 = False | 1/8 |
| 4 | A3 | If A1= True and A2 = False | 1/2 |

| 5 | A3 | If A1= True and A2 = True | 1 |

note : for rights A1 = 1/2 = if A1=False and A2=True, for rights A2 = 1 = if A1=True, A2=False and A3=True A2 = 1/8 = if A1=True, A2=False for rights A3 = 1/2 = if A1=True,A2=False A3 = 1 = if A1=True,A2=True

 : code is the same data Rule and Heritage.

I want to ask that how to read looping in field rights(if A1=false and A2 = True), use from java. i want to call rights looping with code program from java. i read from datatase like this. i need help , Thank's, Hendra**
