Is it possible to test the iPhone application on different device without the UDID Key?

No, without the UDID Key no one test the application on iPhone or iPad device. Each account in iTunes provides limited to 100 test devices per year to prevent broad non-app-store distribution, and the UDID/certificate is what controls that.
