I am a VFR pilot working on my instrument rating and disagree with your definition of VFR and IFR. As a VFR pilot I can utilize all of the instruments and radio navigation devices I can fit in my plane. I use VOR's, NDB's, GPS or anything else I would like to use to assist in my navigation. The only differnce is that I can only fly (no matter what navigational method or instrument I use) if I can meet the strict visual references as dictated by FAA rules and regulations (free of clouds, visibility, ceiling, etc.)
