Activity based appointment scheduler for desktop,

Does anyone know of a non-hosted (desktop) solution that can schedule appointments for services like doctor or beauty salon visits with automatic checking of the free/busy status of underlying resources (service providers, rooms equipment) and application of associated business rules/constraints. Compounding of multiple consecutive services is required for some appointment types (e.g. haircut and manicure). This will eventually interface with a self-scheduling system so it needs to be powerful enough to do some of the things that are handled routinely by front-desk staff. Another feature I'm looking for is the ability to queue available openings, for example the afternoon open time slots won't be made available until some percentage of morning time slots are filled. Also, constraints on service start-times are needed so certain services (e.g. exam visits) are only done on certain times of the day. There is more but this is a pretty good start on some things I need. If not everything is available to a solution but it is expandable to accommodate these things then that would be great. Also, a open source or free version is better since I'm setting up a test system on my own with limited resources.
