how can this technology help a cement manufacturer in transporting?if a company wants to take a strategic decision on including GPS,what are the associated advantages and the costs involved?

I am in the need of a gps tracking device for a marathon race. It needs to track 100+ runners into a database that gives feedback for individual runners. Is there such a device, and where can I find documentation?
