Take a Picture: Take any picture to apply this effect.

Hue/Saturation (Ctr + U): Go to Image menu > Adjustment > Hue/Saturation and make settings.

Levels: Go to Image menu > Adjustment > apply levels as here.

Color Balance: Go to Image menu > Adjustment > Color Balance  use same settings as here.

This is your tint picture.
