What questions should i ask before building a database management system

there are two tables my query is when column value is null i want to insert value in that null column from another table....bt without using where clause so is it possible pls help me m trying this from long time......

Hai this is harish, I am new to struts, i have a small problem while executing the validator program using the DynaValidatorForm the problem is when i submit the form without filling the form fields the validation error messages are not throwing i don't know where i have went wrong can any one help me in solving this problem Thank you.
