ETOM, the acronym of Enhanced Telecom Operation Map is a guidebook directing the standard business process for the telecommunication companies that is most common and used globally. This guidebook defines in detail about what are the essential steps needed for providing services to the clients and what are the main key elements necessary for enhancing the business and how they work together.

ETOM is developed by TeleManagement Forum, a nonprofit organization in 1995 via contributions of more than 35 Tele Management Forum members that was formally approved by the ITU in 2004. ETOM also pioneers about the emerging and latest technologies being invented in New Generations Operations Systems and Software. It is also related to Information Technology Infrastructure Library.

Both TeleManagement Forum and Information Technology Infrastructure Library improve the quality management that has boosted the business of many telecommunication companies. The Total Quality Management of the ETOM has increased the quality, lowers the defects and polished the brand name of the companies.

ITU-T International Recommendation adopted ETOM in 2004 that is known as M.3050.
